Naruto's raw speed(foot speed) > Sasuke
Sasuke's teleportation speed > Naruto's foot speed.

Agree?

Because, people are saying that Naruto is faster than Sasuke/Sasuke is faster than Naruto. This is all debatable because if we consider teleportation, Naruto obviously is one second slower than Sasuke as Naruto doesn't possess teleportation, whereas Sasuke's teleportation speed > Naruto, so Sasuke is pretty fast.

It all comes to factors.
