Well base Rikudo Naruto is the one who used LRS on Madara right after the Gai VS Madara fight.

@Draegod, Mifune is already a tier above MS Sasuke in speed. Sasuke was looking at all of them which isn't the same as focusing on one particular fighter. Regardless, he wasn't blitzed, my definition of blitz isn't the expression of shock. I'm pretty sure Itachi also caught Hebi Sasuke off guard IIRC.

No he wasn't. The manga zoomed in on Danzo meaning that Sasuke was only paying attention to Danzo.

Sharingan doesn't provide a Wide Field of Vision, so I'm not sure what you're getting at.

I do and I do know that you see objects with less clarity when they're in your peripheral vision.

Not that it matters because Mifune was nowhere to be seen next to Danzo which means that detecting him through his peripheral vision is highly unlikely.

As for the thread, I disagree with 8G Gai being the fastest. There is no way he's faster than the Progenitor of Chakra, esp. with the Power of the Shinju as she possesses higher Chakra Volume and Chakra Potency than practically everything in existence.

This list takes both speed and reactions to account so a much slower character might be ranked much higher just because they have extremely high reactions or vice versa. Space time jutsu and non foot speed related movement isn't taken to account. Each tier will be in alphabetical order. If you believe someone should be higher/lower post some speed/reaction feats to support your claim and it will be taken into consideration.

-Why is Joki lower then Muu, when Lighten Muu has no feats capable of out speeding Gaara's sand speed?

-Tobirama reaction speed should easily put him in tier 3.

- Kabuto reaction speed > Itachi's no contest. Kabuto moves up a tier.

Hell he has to move an partial (sand) objectsto get to point a to point b that should show how fast gaara is -.-

Hell his sand at age of 12 was reacting to 5 gates .... That alone is more impressive then majority of those above him
