Minato takes out 50 ninjas in 1/3 of a second his base speed is incredible because it would require him to attack with his own speed and not the teleportation.

Why isn't there a thread where a collection of speed feats can be gathered and discussed? Would anyone be willing to make one?

That's attributed to his striking speed. Striking speed=/=foot speed. His foot speed was when he saved Kushina from Kurama and Naruto from Tobi.

I has create one before, but that just to measured average shinobi speed not top tier speed. But its not to detail just simple guessing.

There are manga that got a time to explained the speed of movement I found example Toriko and Seiki Kusuo no PSI nan. Author even gave time counting there.
