Lightning arrow may or may not be faster.....but I think it should be given that they have far faster reactions than Itachi. But only Kishi knows. U_U

Huh? No, lightning travels at 100 000 meters per second in thin air; vacuum is a bit different. Light travels 300 000 000 meters per second. Light, is about hundreds or thousands faster than lightning. I don't know the percentage, but it's a bit smaller than a percentage.
