Yes being fast is a great perk bit it doesnt guarantee you a win,like brute force doesnt guarantee you a win either
In my opinion you need stregth,speed and strategy
But lately a lot of people rely only on speed

Only the size of the speed gap matters. Minato is faster than Tobirama, but you wouldn't be able to tell the difference because the gap isn't big.
