Naruto and Sasuke are fast in different ways. Naruto = incredibly fast natural on foot speed / body flicker tech. Sasuke = bending time/space. Both of their reflexes are quite impressive as well. Thus, Naruto = Sasuke in speed (or naruto having slight upper hand I would guess)

A shunshin can catch anyone off guard. Sasuke is slightly above fodder speed. Yes, he's naturally fast and trained in speed, but he has no buffs like a bijuu, gates, raiton armor, sage mode, or anything. Not even curse mark any more.
