So the new guy seems to be at least a permanent side character, except the whole new Uchiha business probably one of the bigger mysterious Kishi created till now.

Is he Toneri's son?
The child of some other known guys from another (major) village?
Or secretly in league with the new Uchihas?

Well Kishi said Itachi killed all Uchihas besides Sasuke and now there is a kid with sharingan who wants to avenge Itachi.
For me this has become totally non-canon.

He doesn't have shark teeth? Maybe Chojuro's son, though the personality doesn't work out at all. He seems to be pretty blunt and outgoing, also there is not really a big pool of females in Kiri that we know of. Chojuro's and Mei's son would be possible I guess.
