I will not agree with that, but that's not the topic right know.
Yamamoto was supposed to be stronger than these two, but he wasn't classified as one, also RG members should be really strong (i think that all of them should be stronger than Kyoraku/Ukitake) and all of them will not be SWP.

Good question. I do not have a idea how could be a war potential.

Maybe Ichigo´s dead. We never see his bankai power yet. Udara as well.

I personally vote for Jugram and Uryu. That way power is balanced between Wandenreich and Gotei.
Two swp on Gotei's side (Zaraki and Ichigo), two on Wandenreich side (Uryu and Haschwalth) and one neutral (Aizen).
