Im a little confused, since time is in the title is Tobi a time traveler because that would make him WAAAAAY over powered as he could just stop someone from being born

I don't think he is a time traveler. However he definitely can travel between two dimensions( his own dimension that he controls and "Naruto" dimension). Whenever he comes back e chooses a exit point.
