Its sorta simple. So Kabuto knows how to use reanimation jutsu. Now... What comes with all wars? Death. So Kabuto is just using the war in order to get a gigantic army. He can do this forever because the undead cant die... We just learned that there is a hack to sealing them away as well, because Orochimaru did the ritual to bring back the Hokage when they were sealed. So anyone who is dead is fair game to come back now, since the only thing we know of to trap souls for the most part is demon reaper. sorry for the incorrect name.

For a spin off, then maybe Kabuto is just gonna double cross them, and Obito and Madara are really another separate party. Sasuke, Oro, and Kabuto are still a team that are trying to use the undead in order to help the people who are alive to prevent being controlled. Ahhhhhh!
