A healthy Kimimaro was stronger than Zabuza (both base=30.5, while Kimimaro has cs2). So he was low kage level.

The sound four are all b-rank imo, (Anko, Genma, Iruka, Beginning of part two Naruto and Sakura, etc). They were enough to defeat jonin.

And even though the k11 were mostly just genin, they were'nt just genin level. All were at least chunin level when they fought (Neji was using special-jonin level attacks versus Kidomaru). And Kankuro and Gaara were special jonin level, while Temari was chunin level

All in all, the Sound five were stronger than the Konoha rookies in part 1. Those same Konoha rookies were a lot stronger than they were during the Chunin exams. Those same rookies from the chunin exams can beat the likes of other chunin level ninjas such as Iruka, demon bros and Mizuki.

The problem with Orochimaru curse mark is they become too dependent on it forgetting their own native born powers. Instead of blending them they fall in love with the curse mark.
