Well, to be Aizen (or above) level, you need to be a beast and that without your shikai/bankai (in Quincies case without schrift/vollstandig).

That's what characters on Aizen level or above demonstrate, Aizen without KS is strong enough to beat captain level fighters. Same apply to Urahara, Yoruichi, Isshin, Yamamoto, Royal Guards and other high tier characters.

On the other hand, if Quincies want to fight on par with shinigamis, they would need a couple of Aizen lvl characters, and Askin as Elite is one who should be on that level. Plus, Askin was able to beat Oetsu, character I see as being around as powerful as Aizen. By the end of the day it's subjective.

Until Askin show what he is capable without his schrift, I will tip in Aizen's favor.

Btw, this is considering Shinigami Aizen, Hogyoku Aizen take this easily.

No, it didn't mean that he is not Elite and that he is just ordinary Sternritter, but something differents.

Depends by the translation we use there are two answers:
- By one (I think it's MP), he is newly promoted member of Elite
- By other (I think it's MS), he is the only member of Elites that didn't come with Yhwach, but afterwards.
