To answer the OP. The World is largely at peace. Naruto and Sauce are Gods that have various methods of teleportation to anywhere they might desire. There are shinobi prisoners and interogations, you don't have to kill everyone or just let them roam free after a TnJ. Although that does seem to work :sdo:

but yeah. Gl being a criminal...There's a reason alien Demi-Gods have been the most recent villains and even then Naruto had to be rusted. Even if the criminal was Kage level, it's pretty much nothing anymore. A clone is enough to capture them tbh.
