A lot of people seem disappointed with Sasuke's new power? It seems unbelievably powerful to me.
In my mind, what gives a "teleportation" jutsu more strength? Options. Let's look at some mechanically "similar" techniques.
Substitution Jutsu- Strong, can only be used defensively due to highly limited application and with a nearby object. If this ability was less limited in the situations it may be applied, it would be more highly used in the manga.
FTG- Literal teleportation. Limited only by where a teleportation mark is placed and is an instantaneous jutsu, giving huge offensive and defensive options when combined with a Kunai. When in the hands of a tactically smart shinobi, it becomes an incredible all in one jutsu for battle.
Sasuke's Rinnegan/Yin Power- Literal teleportation again. Limited by range, but Sasuke can swap with ANYTHING in that range. He has been shown to be highly skilled with many types of ranged ninja tools, including a bow. He can riddle the battlefield with shuriken and kunai, and have a huge pool of defensive options as well as a large amount of offensive capabilities that the opponent will have to take into account. There are also tactical applications with moving objects that FTG cannot take advantage of due to an actual swap with the object.
Sasuke's ability is not necessarily strictly better than FTG, due to him not being able to use the object teleported to immediately and FTG looks to have a larger range than his ability. Regardless FTG is arguably one of the strongest jutsu in Naruto, and I would argue that this is better. Give a smart shinobi more options, and he becomes more dangerous because he can more quickly and fluidly be able to react to his opponent's moves. This is the strength of FTG and why Sasuke's ability will be unbelievably strong.
Sasuke can seemingly give himself so many outs and offensive combinations that it's ridiculous, until we possibly learn of its limitations.
The less limits there are on a 'teleportation' type jutsu, the stronger it becomes. Sasuke doesn't require a seal, which is huge.
All of Sasuke's used ninja tools can become his position in battle instantly within a range, and combine this with all of his other jutsu. I think this may be the strongest battle jutsu in the entire manga. It is definitely possible to be that strong, at least until we learn of more limits.
Tldr: Oops wall of text, sorry. Sasuke's jutsu gives him huge options in a battle, when combined with his intellect, can ensure he has the winning position in a fight, much like Minato does.
