- Legend Tier: On point.

- High Kage Tier: Jiraiya should be moved down one, Second Mizukage should be moved down one, Danzo should be moved down one, Hirzuen should be moved down two...

- Mid Kage Tier: Tsunade should be moved down one, Kakashi and Guy moved up one, Kisame moved up one.

- Low-Mid Kage Tier: Konan moved down one.

- Low Kage Tier: Sakura moved down to High Jounin Tier, Choza down one, Hiashi down one, Neji down one, Zabuza down one, Darui down one, Yamato and Kitsuchi down one.

- High Jounin Tier: On point.

My humble opinion. Nothing more.. nothing less.
