I'll be using Katniss in my sig. I'll only use water and nin/tai to make it fair.-

Meeting her opponent in the previously agreed upon location Katniss looks upon the boy, wondering what this encounter will hold, how can she assist in this males growth as a ninja. Drawing her bow back she pulls an arrow from it's quiver, the arrow is wrapped with an explosive bomb (the bomb is wrapped around the neck of the arrow just beneath the arrow head.) ready to be detonated when she needs to do so. Releasing the arrow it flies toward her opponent travelling straight towards his eye, her aim impeccable as always. She then stands idly by and watches her opponent whilst she draws a new arrow.

Neji stands upon the field facing his opponent and thinking to himself *WoW such a pretty young girl*. In the midst of thinking this he notices her reaching to her back and grabbing an arrow within a blink of an eye that arrow is in mid-air coming straight towards him, he then quickly takes in a huge breath and blows out a gust of wind which blows the arrow off course and triggers the ET on contact in mid-air,
Neji then performs the handseals Tiger » Snake » Ram and creates a vortex of wind which he blasts at katniss.

Nice, but why didn't you use all the jutsu slots available to you? You want to keep your opponent under pressure so you might as well use all three slots when you can... the worst they can do is interrupt you.

As the wind from her opponents technique detonates the tag on her arrow Katniss takes advantage of the flames separating their view to release her newly prepared arrow, pulling the string of her bow back less than last time she shoots in an arc upwards over the top of the flames allowing the arrow to drop down on her opponent from above without him noticing due to the fire in the air. As she drops her bow she notices the fire beginning to move towards her, assuming the use of a wind technique to move the flames toward her Katniss performs a single handseal and thrusts her hand forwards releasing a vortex of water form her palm which blocks the wind technique as well as dousing the fire, leaving a thick steam which rises slowly into the atmosphere.
(Suiton: Hahonryuu) - Water Style: Destruction Torrent
With the flames and the wind stopped Katniss, unable to see her opponent through the thick steam inbetween her and her opponent Katniss performs another handseal and makes it rain, this rain is infused with chakra and allows her to sense her opponent without being able to see him.
(Suiton: Ukojizai no Jutsu) - Water Style: Rain Tiger at Will Technique
Katniss then waits for the steam to clear, concentrating hard on her rain and making sure she doesn't lose track of her opponents movements. Unsure of whether he even managed to dodge her arrow she waits on with baited breath.

Neji notices the flames being smothered and thinks to himself that it has to be a water technique that katniss is using to extinguish the flames, being that the fire is busy dying it makes a cloud of smoke making it hard for Neji to pinpoint katniss location, so he creates a shadow clone and have the clone swing him around and throw him above katniss, whilst neji is taking flight he notices a arrow fly pass him and into the shadow clones head succesfully dispersing the clone.
"Geez that was a close one."
Neji whilst in mid-air almost above katniss focuses his chakra into his hands and then releases it creating a wave
of electrical energy aimed at katniss.
He then realizes he still has a long way to the ground and needs a safe landing that wouldn't result in him damaging himself, Neji then takes a bite out of his left thumb 2 draw blood and he swipes it across his Tiglon tatoo to summon the Tiglon Boss Aizen, as Aizen is summoned Neji jumps on his (Aizen) back and lands safely on the ground about 7 meters behind katniss.

Description:

Aizen is able to speak english in order to comprehend what his summoner says and communicate with him to strategize, though he can communicate with the contracts owner telepathically. Aizen, being the king of Tiglon's is known to be cocky and he taunts his enemies.
Abilities
Aizen being the king of Tiglons is known for his strength in battle and as the strongest and fastest of all Tiglons.
He has an affinity for lightning in which he can perform with no hand seals and up to S-rank with complete ease. Aizen can also release an electrically charged S-rank chakra roar that is wide spread. Along with that he can cover his claws with condensed lightning chakra that can rip through B-rank defenses (A-rank earth).
He's also able to move at the speeds equal to that of a Kage ranked taijutsu specialist thus making him very dangerous on the battlefield.

That was pretty good, I'm not sure if the accidental dodge of the arrow would be allowed however... it might be but I'm not 100% sure.

With her rain beginning to fall as her opponents clone throws him Katniss is able to sense him coming at her quickly, unsure of his intentions Katniss must move. With this thought she performs a single hand seal and spits out a large amount of water onto the ground, the water forms into a great wave which carries her long range backwards and to her left and drops her a few feet from the lake. (I';m just going to say thats where it is as it wasn't stated.)

Now close to the lake Katniss uses the pre-existing water to create a water beast which sits on the surface of the water awaiting the opponent.
(Suiton: Mizu Shishi) - Water Release: Water Beast
With the beast formed and her opponent visible once more Katniss performs one more handseal and uses her chakra to change how the light hits her body, making her seem invisible.
(Meisaigakure no Jutsu) - Hiding with Camouflage Technique
Before she fades away the Water beast releases a stream of water between Katniss and her opponent separating her from his view once more. Once the stream dissipates Katniss would seem to have disappeared.

Neji notices Katniss disappearing and takes precaution immediately, he starts manipulating his lightning chakra in the form of a plasma barrier all around him and Aizen to keep him safe from any surprise attacks,
He then targets the Water beast and its surroundings to see if katniss isn't close to the beast she created out of the lake, Neji starts focussing his chakra into his hand and condensing it into an orb of chakra he then releases it into mid-air and the orb starts raining lighting bolts for several seconds.
Whilst the the orb is raining Bolts Neji takes out 3 ET kunai and throws them in 3 different locations, 1 in the direction of the beast, 1 5 meters to the left of the beast and 1 5 meters to the right of the beast and having all 3 explode simultaneously.

With her opponent releasing multiple Kunai Katniss makes her way behind her water beast, the beast then releases a powerful stream of water at the kunai which is aimed at him picking it up in the stream and taking it back towards the boy. As the water stream travels through the plasma barrier the water electrifies and goes straight through to the man electrocuting him as well as dealing the blunt damage of water. From behind the water beast simultaneously to him shooting the stream Katniss forms a mass of water in the sky ten meters above her opponent, the water drops on his head and also becomes electrified once it meets his plasma barrier.

Neji notices the stream of lightning coming toward him and he starts focusing some chakra and creating a shadow clone infront of him,
Neji then focuses his chakra into the ground and starts digging like a mole, leaving no trace of where he entered the ground.
Note: I dispersed Aizen after I created the clone.

It also appears that after digging, the ground can be returned to its original state, leaving no trace of where the user entered the earth.

May I ask what the point in the clone was?

Remaining behind her water beast Katniss notices her opponent is missing, whilst she stands on the water she concentrates her mind on her rain, unable to sense her opponent on the battlefield she believes that their is only one place he could have gone, underground. With this knowledge she feels safe from all angles, standing on water she knows that their is no way he can attack her from below. Unable to reach her opponent Katniss slides her bow off of her shoulder and loads another arrow. She pulls the bowstring back as far as she can and concentrate on the fall of the rain.

he emerges from the ground and performs the handseals [Ram » Boar » Dog » Bird » Hare]
And summons four great pillars, 3 around Katniss and 1 infront of him 2 protect him from the attack.
The pillars surrounding katniss then shoot out bolts of lightning which binds her into place,
Neji then again performs a small sequence of hanseals and places his hand on the ground sending an enormous bolt of lightning that cuts through the ground in the shape of a triangle which heads straight towards katniss,
