If you go back to after Sasori's death, when Zetsu and Tobi were looking for him and his ring. Tobi finds the ring and says "that means i can become an akatsuki member now, right?? After all you have a vacent place" Then Zetsu states " Idiot, its not that simple!" Then we hear Tobi's famous line "It will be fine, Tobi is a good boy." If you watch the shippuden series, when tobi is making that statement (tobi is a good boy) at the top of the screen you see a sentence which states (He uses "tobi" in this case to refer to himself..)
And whats prior to that..he's voiced changed

I dont know but..there's something really fishy inside that mask..for me thats not really madara..who knows..maybe all information that tobi mentioned was all coming from zetsu..because we all known zetsu always want to spy on something..but what within his power..he seems very strong..lol..

zetsu is the one said it..you can see a point in the chat circle..other zetsu side speaks..then the other side said we can let him in..he said hey because he missed the ring..and as you can see the text is much lighter than the text when tobi said hey..

thats what I believe too.. Tobi is tobi and inside, resides Madara. Cause when he talks serious, his voice change. And one more thing, May be tobi is the Kazekage and now with madara inside! So Kishame refered Tobi as Kazekage and also Madara. And because of it, Tobi can use Madara's jutsu(meaning Madara can control tobi). Itachi mentioned to Susuke, Madara is now a pathetic shell of his former shell. He is no longer the strongest shinobi.

May be Madara is trying to get control over susuke so that he can transfer himself into Susuke":S ( not again that thing like Orochimaru! damn)

i can't recall any anime where tobi used a serious voice ?
so far i've only seen him and heared him making jokes and not taking anything serious

so it was more like naruto talking instead of sasuke. ( this is just an example )
