Naruto is superior to Sasuke
Sasuke said that he'll finally settle whatever he has left with Naruto when he come back. Sasuke left before Tsunade could make his Hashirama arm complete, meaning he had a mass of Hashirama's cells attached to his arm, but with no particular shape.
Now Sasuke obviously came back to the village to knock Sakura up. So he had to settle his final dispute with Naruto.
Now why does Sasuke has no mass of Hashirama's cells attached to his arm and why Naruto covers his right? Because Naruto and Sasuke already fought again, and Naruto settled it once and for all.

What did Sasuke view his forehead protector as? He wore it because he knew Naruto was equal to him.
Fast forward 15 years in the future and Sasuke still holds his headband
But what has changed?
Naruto no longer wears his headband. He no longer feels that Sasuke is equal to him, just like Sasuke felt like that before by not wearing a headband.

Kishimoto is trying to tell us how Naruto is superior to Sasuke.
