There have been many threads about the title the fastest shinobi . Many a time people debate over it saying that ftg is teleportation and hence cannot be termed under the category of speed . But others too believe that minato's base speed or they see to call it body flicker or blitz is also quite fast
well i think i found a small hint or to say proof from the manga
So from the above pages we can see that after naruto was born he was taken by biwoko the third's wife and placed beside kushina on the bed , then was taken back by her to attend to naruto
hence minato never got the chance to touch naruto let alone place a ftg seal on him
then obito takes naruto hostage and then ends up throwing him vertically into the air and follows rite behind him with a kunai in the hand
minato gets to naruto faster than obito and then we all know the next few incidents of paper bombs and teleport to some where else rite
my point is that minato couldnot have used ftg to get to naruto coz he never placed the seal
he got to naruto from a much farther diatance quicker than obito who was closer and had to jump vertically up
hence for all those people who believe that minato's base speed was not good enough i hope this helped u change ur mind
