So we learned quite early on in Part 2 that when you 'implant' a doujutsu into somebody, you cannot deactivate it. A couple of examples are Danzo and Kakashi who got the Sharingan and were unable to turn it off even with the Sharingans ability to do so.

So the thing that doesn't make sense ... Nagato. He activated on the night that his parents died apparently similar to the conditions needed to activate MS. So uhm, how did he activate it? Shouldn't he just have had it always 'turned on?' Oh and a BQ, can you 'turn off' the Rinnegan like the Sharingan?

Nagato always had the Rinnegan since he was a child. Madada implanted in him, it's just when his parents were killed it was his first time awakening his eye power

Nagato didn't really activate the Rinnegan itself on that night, he simply activated it's power. He had the Rinnegan since he was a child, and wasn't able to turn it off, but after witnessing his parents die, the Rinnegan's powers simply went wild, and automatically attacked.
