Its obviously Orochimaru, there is so much mystery around him, his ancestors are probably from another planet and Kaguya wanted to save the planet from him.
Orochimaru always wanted the sharingan, which probably has to do something with the Ootsuki,Chakra fruit etc…
His expirement Kimimaro was also from the Ootsuki…
He got sent to the planet to slowly take control over it, thats why he wants to become the ultimate being…

Oro is stronger than kaguya? Makes sense. I hope the ramen guy can take him out with the rinnegan he acquired and all the chakra he absorbed from naruto. The highest I can go is to accept that this weird guy is being CONTROLLED by oro. Not that he's more powerful than kaguya.
