Assuming Tobi/Kabuto would have access to this technology, even then it's a bit redundant when Zetsu/Obito can move freely anywhere anyway so it doesn't really matter that the alliance maintain secrecy when everything ultimately ends in the Juubi's revival.

Yeah I agree , although I wish Kishi would have at least addressed the existence of technology, even with radio communication he would have made Obito succeed in getting the substitutes
