I just saw Episode 69.. and when Oro summons the first Hokage and the second hokage.. One of the anbu says, " They are the greatest shinobi the village has seen".

And right before this Iruka said, the third hokage was said to be the strongest Hokage ;x VERY interesting.

It was stated in the manga that the 3rd was stronger than the 1st & 2nd, only when he was in his prime.
He was weaker and slower when he fought Orochimaru, as said by Enma, and from what we know now is clear that during the fight with Oro the 1st and 2nd were not at their full potential.

Actually, Its never directly stated by 1 person. Enma just said "your joke now" or something close to that, While Iruka said, "It is said..Strongest Hokage". While the Anbu say about the first and the second, "The greatest shinobi the leaf has seen". and then of course Madara with his current Remarks about Hashirama. X_X SO CONFUSING
