When did Sasuke have a chance to prep it when Kaguya knocked him out the air? While he was falling in lava or before-hand while attacking in Susanoo. Or how about when Madara suddenly attacked him with lightning or when he teleported his sword into his chest. His ability leans more towards re-charge but honestly aren't you just making Sasuke stronger than he is? If he can prep it while fighting like he did against Madara then he can use it every other time. Whether you think he preps it or not doesn't take away the fact chidori can extend and Naruto would be cut in half he chose that option.

Build up is just the process of infusing chakra. Prep time needs conditions to be arranged.

Find a scan of prep with his s/t...... cool down is the same as re-charge. Amaterasu building up in the eye is common knowledge we saw this when Itachi used it against Nagato. It's the same process.
