Why do i say this? well.............it would make sense cause i reckon loads more shinobi will lose their lives possibly even 1 or more of k11 and well if loads of shinobi die including imortant/main characters then after the war there'll barely be any shinobi left so when you think of it like that it would make sense for someone with rinnegan to bring back those that died during the war you never know if the so6p appears for some reason maybe he'll resurrect everyone or if none of this happens then maybe k11's parents and people like kakashi,the kages etc deaths will be the thing that will allow k11 etc to surpass the previous generation etc but i dunno.

Whom will use it? well of the rinnegan wielders we know of that are alive i'm guessing it could either be obito who will probably turn against madara when he finds out madaras plan doesn't include what obito wants and that he lied about certain things OR! and i know this may sound silly but maybe madara will revive everyone as a reward for the shinobi working together to stand up to him and defeat him seeing as he seems OP kind of like when Tsunade,Jiraiya and orochimaru survived against hanzo and hanzo rewarded them with the title of sannin
