I think it comes from he recent style of fighting. Take for example the Deidara vs. Sasuke fight. Sasuke showed some real analytical skill there (although he quite possibly should have died in the end). Comparing that fight to say the Danzo vs. Sasuke or Kage vs. Sasuke most of those fights were spent with sasuke going ' Rawh i'm so angry'.

His greatest strength used to be that he kept calm and analysed the situation, where now he is just all about rage and it clouds his judgement. I honestly don't like sasuke at all, but this is one of the reasons that I think people would think he has become 'dumb'. Although I don't like him I don't thin he is weak, but his rage is a very real source of weakness for him.

He saw Zetsus and used Susanoo, he saw Danzo and started with Susanoo, then used AmaTerasu then Tsukuyomi them more and more Susanoo, he actually thought while blind he could beat Naruto, Sakura and Kakashi, he killed main white Zetsu for no reason,with SusanOo, he even used Susanoo to try to stop Itachi from moving.

He's testing out his powers on zetsu. The itachi thing, how else is he meant to get itachi? When he saw kabuto did he use amaterasu? nooooo he threw shuriken.
