Seeing how she resembles the Reaper so much, I think she was the one who stopped Madara from dying at the valley of the end by sparing his soul, but from then on her power remained dormant within him and when he used the six path technique to create BZ from his will it was Kaguya's will that went out instead

Hagoromo didn't revive Naruto and Sasuke. Kabuto and Obito did. I believe that since Kaguya looks so much like the reaper just like how the reaper takes life she can give it and when she did revive him she implanted her will within him.

Many possibilities:

- Zetsu is Shinju Reincarnation
- Zetsu was created of Gedo Mazo, this way, Kaguya's will was passed down to him
- Zetsu was there even before Madara VOTE battle
- Madara's will had Kaguya's will inside of it, this way, Zetsu felt like Madara was following the wrong path and had to take the lead
- Madara's will is Zetsu's will, there can't be two Madara in a single world
- Zetsu is the land, he's tired of humanity
- Once Madara reached Rikudou's chakra, he did reach Kaguya's chakra, too. So it left an open door for Kaguya
