Most of the Mist ninja wore some strips line and I can't but notice that Kaweki also wore something similar but this time its a scarf. Since we haven't seen Kaweki in the Anime nor post Chuunin exam then at this point he's probably not from Konoha.
Is this the indication that Kaweki is apart from the Mist based on the design???
