Only reason gaara lost to deidara was because he had to worry about his village it is even pointed out on the databooks.

You should read again the hokage summit because you might have missed the part where sasuke was getting ragdolled by the raikage (almost got killed only at the cust of Ay legs and saved by gaara)
was sofocated almost to death by mei (had to get saved by zetsu)
And was almost pulverized by onoki ( saved by obito)
And know what the most funny part in all this? Its the fact that it was MS sasuke and not hebi.

Post those scans bar Onoki. 1 on 1, when no Kage bar the aforementioned one took him alone and still they failed. Mei couldn't even throw him into the next room without Chojuro as she used her Lava tech twice and it did nothing.
