Lately, I have been seeing some people severely underestimating Kaguya, Indra and Ashura on the premise that "they didn't have ninjutsu back then because it hadn't been invented". The people who support that statement are not thinking about it correctly.
Modern ninjutsu is what had not been invented! There were still ancient techniques however that were very powerful. You can clearly see in multiple panels in the most recent chapter that Kaguya clearly had some kind of control over lightning and other weather forces. The weather can be a deadly force. Since Kaguya got her power from the shinju, it is not far fetched to say that her weather related techniques were probably similar to the juubi's tenpenchii jutsu (which would have killed everybody had it not been for Naruto's cloaks).
Furthermore, Ashura clearly had some kind of powerful and unique chakara based avatar that was either wielding bijuu bombs or onmyodon balls! You can not honestly say that this power would not defeat a lot of modern day ninja! The villages can barely even survive being hit by one bijuu bomb! Ashura probably also had incredible speed due to the fact that his avatar was very similar to bijuu mode.
Indra clearly had perfect susanoo and we've already seen the destructive power of that! Furthermore, he may have had other mangekyou techniques like tsukuyomi, amaterasu or even unique jutsus that we haven't seen before.
You also have to consider Hagoromo himself. He had so much power that I'm not going to spend much time on him. All I am going to say is, rinnegan jutsus, onmyodon/juubi powers, banbutsu sozo etc...
As you can see, many of the jutsus I have listed (like Kaguya's weather jutsus, Ashura's chakara shroud, banbutsu sozo, etc...) are powerful jutsus that no modern shinobi could use! Therefore they are what I call, ancient jutsus. Do you see? Just because a lot of modern ninjutsus (like shadow clone jutsu or rasengan) hadn't been invented doesn't mean that they didn't have ninjutsus! They had ninjutsus and very powerful ones at that! They just were not modern.
Furthermore, they did in fact have chakara nature jutsus back then. The sage was said to be able to use all 5 elements as well as yin and yang. This statement alone proves that they had nature transformation jutsus. Therefore an ancient ninja could probably easily roast someone with a giant fire style jutsu or something to that effect!
Conclusion: Don't be so quick to dismiss Hagoromo's family and the ninja of his time as fodder! They had plenty of jutsus! They are just not modern day jutsus! Not modern doesn't mean none at all. My grandma's childhood didn't have the ps4, but she still had games. They were just older games like card games! I hope you get my point. In summation, your argument that they were fodder because they didn't have ninjutsu is invalid!
