There is a conspiracy against minorities though. Racial profiling is a real issue amongst police forces.
As for the solution; I think the black community needs to start speaking proper english, lower their loud voices, and start supporting each other like the Chinese. That won't stop the fascist pig cops from harrassing them but it will help on the long run.
