I still dont quite understand the shinigami badge and therfor the substitute shinigami concept.. so Im refering as much as possible on chapters so I dont mix things up 
What i learned is that Ginjo and Ichigo received one.. And the badge is somewhat "weird"..
From what I understand, the badge is a device which monitors you.
who is behind all this?
we know near to nothing about him..
except that he didnt showed his face in the most recent chapter 479..
His buddy Shunsui Kyōraku was however there and he told him Ichigo showed up:
What I found quite amusing is that their zanpakutou is made of 2 separate swords (spirit form: 2 separate spirits!)
something's fishy here I can tell 
Whether they are evil or good you decide..
Ginjo made them look pretty evil.. but the last chapter convinced me otherwise..
But if thats true depends on the author ;P

there is one other with a dual blade: Shūhei Hisagi
the spirit form of his zanpakutou is however only made of one spirit. and his dual blade are linked.
