I agree that the elders should pay but that would never sate Sasuke's desire for vengeance.
Sasuke's issues are so complex as everything extremely horrible happened to him as a child. He's broken, in pain, and completely lost. Due to dwelling and focusing on his hate/revenge, his maturation and emotional development has been hindered. With his experience in betrayal (brother killing clan; finding out the village he grew up in and trusted orchestrated it all) he has no one he can truly trust. Yes, he's known trust--briefly--with Team 7 but that was nowhere near enough to undo the perceived betrayal by his brother. When they came after him and Sakura tried to kill (she did attempt it first before he almost slit her throat) him could have completely obliterated even the most remote sense of attachment he may have held.
With everything that he has experienced, everything he has known, and strove for, there is no simple answer. And I imagine, there is no easy shortcut way to come to terms with his losses. If the things that happened to him as teenage/young adult, he would have been rooted--somewhat--in his values that may have allowed him to better deal with travesties he's endured.
I definitely don't think the answer is Sasuke going back to that village is a solution, unless the village holds the elders/council accountable for the murder of his clan. There has to be some kind of acknowledgement by the village to Sasuke for what happened. It won't solve the problem but it is at least a start...
