You are the governor. In this scenario you must settle a dispute between 7 opposing groups. These groups wish to advertise their companies on a billboard. Each group's company contributes to the economy just as much as the others. They all have their hearts set on this one billboard and refuse to take no as a answer. If you deny all of them advertising rights to the billboard they all will take their business over seas to foreign countries. The opposing groups refuse to share the billboard and view government aid in advertising on a billboard in a different location as an insult, so you must come to a decision. Your constituents feel that all 7 of the groups are vital in sustaining the states economic structure and they are equally divided on which you should choose. Losing one group to a foreign country could cost you hundreds of thousands of jobs. You have a 24 hour deadline and making the wrong decision could lead to your permanent removal from office (basically you get killed by people who can't feed their families because they got laid off) and quitting would lead to a revolt among the 7 groups. You serve as governor in a democratic country. What would you do in this scenario?

It all depends, what's the state if you are talking about the U.S.? If so, what companies?

Here's my example:

If this were say, Michigan, and I were to be governor.

QuikenLoans
Ford
GM
Chrysler
AmWay
Whirlpool

That's only six. But still, if one were to get it, it would be QuikenLoans. There is no way that Ford, Chrysler or GM would leave, so I'm safe there.

Tell them the state does not manage billboards as they are privately managed. Also mention how economically and managerially stupid moving your entire business overseas is because of a billboard dispute. Moving your business requires you to move hundreds of thousands if not millions of dollars worth of equipment overseas and train an entirely new workforce along with setting up a new factory and implementing your policies and procedures. All of which will cost you for training new employees, setup, and the slower production levels from new employees you will have. During that time you are not making money with your business and your lack of shipments gives your competitors an opportunity to push their products to your buyers.

If you want to go through all of that just because of a billboard then leave. You will have some type of petty dispute at your new location and end up moving again anyways till your shareholders decide to fire the manager that ruined profits.
