The solo clap seems to use the ground under itself, that is one delay fighting Nardo(Cause he flies).
Secondly in order to perform this solo clap he has to focus where he's affecting.
Notice how he stares down, and his head is in a downward position towards the ground he's affecting.
Secondly this required prep, he firstly had to make eye contact, then control the beasts to have them locked away.
"With just a glance" Says the Sage, that is enough proof eye contact is required.
Now to add this together.
This solo clap cannot solo anyone on Naruto's level or higher.
But that solo clap is awesome, I have to admit that ಠ_ಠ
But when focusing down, he's opened, with his poor reaction he'd be overwhelmed to Naruto's speed, or anyone with greater speed.
As I also said earlier, he firstly had to catch genjustu onto his enemy, which required eye contact.
And last time I checked Naruto or any sage has the abilities to fight with their eyes closed, perfectly, even Kabuto.

Sasuke's solo clap requires prep that leaves him open.
First, there is no evidence that genjutsu is required for prep. Sasuke can simply start by clapping
Second, you are right that by going through the clap, naruto can strike at anytime in between. However, Sasuke can just teleport.
So say Sasuke is halfway done with his clap, and Naruto is just about to strike him down, well Sasuke can just teleport somewhere else, can then complete the other half of the clap.
So there you go.
Just by clapping his hands, his enemies become CT Cores. This happens instantly once the clap is completed.

It's more likely that Sasuke simply thinks of a target, and then claps. Nothing says he has to focus all his mind on the target during 100% of the entire clap.
