PaintSai is a popular tool used by many Artists. But along with that having Photoshop wouldn't hurt either.

Just be aware that this is made with the help of a drawing board, which might just add to your budged. Unless you pirate, so you can save money on software.

use GIMP i been using it for so long n many ppl do
its free n similar to top editing softwares ....

First you would need a graphics tablet, painting with a mouse would be extremely hard and take a lot of time
