anyone in the base believe that the sage has passed something down. a new jutsu, sealing technique or power. hidden in the tailed beasts. maybe unlocking it when the beasts are one again?

Well he must have done something before he 'died'. I doubt that he would let Naruto carry such a big burden, special when Rikudou Sennin gave his whole life for trying to create true peace. So yes, Rikudou Sennin must have done something to help Naruto.
