So that the person that is able to befriend and gather all of the tailed beasts again (the circle comes full) will be able to see Hagoromo. This so Hagoromo can see his true successor and give him advice (like Minato & Kushina did).
This also means something else, Hagoromo has seen everything that has happened through the Biju (like Minato said, he and Jiraiya can see what's going on from inside Naruto beacause Minato saved his Chakra inside of him).
This also means that Hagoromo has seen Madara and the Rinnegan. I think his advice to Naruto will be how to stop the Rinnegan and it's secrets. We have only seen a small portion of the Rinnegan's power, Hagoromo was the first to have Rinnegan and managed to use Creation of all things with it, that must be the final frontier of the Rinnegan.
Naruto will be given Hagoromos Chakra, but also his staff, he will be the one to unite the tailed beasts, but not into the resulting ten tails. The combined chakra of all the 9 tails has another chakra i believe, i think Hagoromo did this in purpose, beacause they dont have any malice chakra like the ten tails. Remember Hagoromo split the ten tails, he devided the ten tails, into nine parts, the nine parts are different from the ten tails. The 9 tailed beasts are created from Hagoromos imagination, the Ten tailes is a ancient beast that existed even before Hagoromo. So i think Hagoromos beasts combined (not imporisoned in a jinchuuriki) but instead friends with Naruto, like they where with Hagoromo. This force combined will be more powerfull that the Ten tails i think. And this force combined with Hagoromos chakra, Naruto will be unstoppable i think.
