It was never stated that the So6p knows all jutsu. It's not like all current jutsus existed in his lifetime. I am certain he could perform any jutsu that he wanted to learn though. RDS may not have existed in his era.

Also Minato said it was impossible to seal all of Kurama's chakra. This is why he only sealed half of it in RDS. The Juubi has immeasurable chakra levels. It would have made little to no difference to use RDS on it.

He did? I thought so6p only wrote stuff about how the jyuubi was sealed and can be revived when necessary and then Madara combined that idea with tsukiyomi and came up with moon eye plan.(Maybe the sage mentioned what the Jyuubi's eyes were capable of as well but I doubt he wrote about the moon eye plan himself)
