SO6P and JUUBI

Some of the problem in naruto became from Tailed Beasts starting with Akatsuki.

As we remember Minato with a special jutsu called Devil's seal sealed half of kyubi chackra in his body

The SO6P who was the creator of all ninjutsu must know the Devil's seal.
Why didn't he use it on the juubi and sealed all the juubi's chackra in his body? (In my opinion the SO6P was very strong and he could seal all the ten tails chackra in his body)

He was the founder not creator, he doesn't know all ninjustu, he created ninjutsu. I think he used a different seal, read the thread in my sig to find out.

It would have come back if he had died so he had to split it in order for it to be manageable for more ordinary ninja.

he did then he split it into smaller parts because he knew nobody but him could contain it in it full form

He created ninjutsu, but not all jutsu. He didn't create, for example, rasengan - Minato created it.
