I'm not sure on the plot, so I can't speak as to whether you are correct or not. However, perhaps they are saving the "Kaguya-level" villain for yet another movie?

It's possible that Kaguya's "lackeys" were nonetheless a threat to her power. Momoshiki seems to be all about absorbing chakra; unless he intended to gather chakra for Kaguya, I can't see her being too happy with him having that power.

Part 3 according to Kishi with Boruto for example is not going to happen... Agreed to what you said though. Kishi is tired of Naruto manga and that last 70-100 chapters and especially the movies mostly prove this...
