Hashi's dna is hard to controll. Some have a natural affinity to it and some don't. You have to be powerful/strong to control something powerful/strong.

There must be reason Why Orochimaru didn't use it for him too. It's really hard to control. If we see from Danzo, It would be a negative ability sometimes like When Sasuke push his limit then Orochimaru will come from his CM. It's a risky thing. About Yamato, He has not a good chakra reserve either. It's like When TenTen uses Sage tool (FAN) and she would nearly going to die due to low chakra reserve. It's a great example for that.
