Yes,The fruit was cultivated by Ramen Guy who gave half of his life to grow it....In the End Kaguya ate it and became that much stronger U_U

If I had to guess, I would say it was more or less because power corrupts , and one sided power in a single person's hand would be even worse, I mean look at Kaguya, she came from a world far away ate the fruit with the noble intention of stopping war and misery but ended up killing thousands, making many soulless zetsus and became feared as the rabbit goddess,

On other hand I think Hogoromo tried to create balance by spreading that knowledge of chakra and dividing power, like tailed beasts?

Not to mention that everything that happened was due to Kaguya's will, I mean one person ate a fruit and see what happened, but that's just my opinion.

Edit: but no, I am not aware of any official reason, only what might have been implied in the manga.
