There are six other realms + A pure land realm other than NV. Mugen Tsukuyomi has shown no feats to be able to penetrate these dimensions. Kaguya perhaps wanted the army to forcibly conquer all the remaining species in those realms.

cagey needed an army due to she needed servants.. maids, butchers, cooks, gardeners, cleaners, caretakers, farmers, builders, scientist, in the end why dirty your own hand if you have an army of servants to do your bidding.. lol

Unless there's a quick retcon in the movie, the story's portraying Kaguya needing the army for at least a secure victory. They're meant to fight Momoshiki specifically. The only question to be had is if Momoshiki himself is what she's scared of, or some superweapon he can use.
