This was more of a silly joke at the end of my comment, not sure if the Sage would really "create" his children. In the end we don't know enough about how the Creation of all Things work. Do you need to specify all characteristics you want? That seems quite tiresome especially if you want to make a human being. Or do you just state some basic traits? If it is this then I would say if the Sage didn't say directly that he wanted a strong second son, then this outcome is quite possible.

That is a point you can argue over, she stole a great part of power (the fruit) from the God of the Elemental Nations. That alone can be seen as evil deed, because as far as we know before she came the Shinju wasn't dangerous or malevolent at all. Then she got the Sharingan/Rinnegan third eye and used it to enslave and abuse the people of the Elemental Nations.

So from her looks she certainly doesn't seem like a human being (or at least human like the Elemental Nations inhabitants), she travels to another land/dimension/planet (whatever you like to believe here) steals power from their god and rules over his people? Well that certainly isn't friendly and good.
