The adults of the village, Sakura and Ino(can be seen during the childhood flashbacks), and also to particular individuals who lost their family because of the Nine Tails attack on Konoha such as Iruka.

That's because hiruzen wasn't sadistic. It's a child, not military weapon.

His status as a Jin was also top secret, or supposed to be, in order to protect him, but obviously that leaked out.

I'm not saying put him through bootcamp and shit. Just saying teach him how to cherish life and stuff that would make him a perfect jin a lot sooner. It seem like the whole village knew who he is. So wasn't top secret really.

What hiruzen was doing is like your parent waiting for you to turn 18 to tell you that you ain't normal.
