The white zetsus Kaguya wants to create are different from the ones Madara created with the Catalyst of the Demonic Statue of the Outer Path (Gedo Statue) using Hashirama's artificial body.
So to summarize,
He used the Gedo Statue to catalyze Hashirama's cells to cultivate them and create an Artificial Body of Hashirama, and from there he used Hashirama's Artificial Body to create White Zetsu and Guruguru (spiral zetsu) and so on.
