So whats naruto plan?

At least sasuke has a plan I mean it's not cool to murder kage and be a dictator but he got more of a plan then naruto does since the pain ace all I hear from naruto is I want to break cycle of hatred I wanna make world peace I'm like how? He has never said anything but goals he wants to set tho

Having a diplomatic meeting with the 5 Kage is a good first step I would imagine. Would be even easier since Gaara is Naruto's friend, and Tsunade shares the same goals as Hashirama (Will of Fire and all that)

Naruto is going to have weekly TnJ's with all the villages. Making sure everyone stays good, stays happy, not lonely or feeling out of touch with family or secretly want to kill someone, stuff like that.

I'm pretty sure that everyone would listen to Naruto and what he has planned, after they get out of IT and everything. I don't think Naruto is ready just yet to take on the challenge of ruling a nation, let alone possibly several. Maybe in the movie they will have him finally taking the reigns.. who knows?

Anyway, I think Naruto just plans to talk to everyone as a whole and share his ideals and plans for the future right then and there, there is no point in saying it to a bunch of Zetsu and like 3 people.

He somewhat already started his plan even if he didn't think of it as a plan. Changing others by letting them see that everyone is the same; they all lost someone to the current system and it's the act of seeking revenge that is causing the cycle of hatred to continue. Naruto changed people who had hatred in them by his words and actions. Iruka hated Naruto at first and Hiruzen told Iruka to get to know Naruto more since he he he too know how it feels to be lonely and after he got to know Naruto he didn't hate him. Naruto got Neji to not hate Hinata or the main branch. Got Gaara to not hate the world in general which caused Gaara to change his village, talk to the Kages about how their old thinking needs to change and he is tge one that got the whole alliance to stop seeing each other as enemies but as conrades all using Naruto as his muse.

Naruto changed A and Oonoki who are both the most hard headed of the Kages and now they want want to change the system for peace. Naruto being Naruto has already changed the world for the better and he will only continue to do so.
