It's Sasuke. In the final panel it has 3 seperate panels of Tobi, Sasuke and Madara, which represent the 3 powers.

I think there are 90% chance that Orochimaru is alive as there's that seal on Sauke's shoulder...
Sauke clearly saying that even if it means meeting that bastard!
That has to be Orochimaru as he's the one who wanted to know everything...
Or it might be Tobi/Madar -10% chance.
And Ten Tails might be the Third Power! :ice:

It's like saying the great powers are entering like Brit, US, Russsia, etc. so in this it'd be taka, allied shinobi, tobi and madara (if they are together) xd
