To me they look like the result of some ongoing phenomenon that keeps making them, now if there existed only elements and natural event df then it would make sense for them to be just rare fruits with power(like any other fruits) but Soap Soap no mi?(Cp9 chick), I don't think it could've existed in ancient time, they're more like pokemons where new ones keep appearing with time, I don't there is a consistent number of them at any instant either. What do you think they are, their origin and nature of creation?

my theory is that the celestial drgaons used some ancient power to banish or seal the devil to some other dimension using somekind of ancient power so he decided to fak with them by splitting his powers and mainfesting them as fruits in the world.like the quicy boss guy from bleach

I don't think Devil Fruits were always around. I think they somehow were brought to existence by either the government or the Will of D at either the start or end of the Void Century. I also imagine that the DFs are somehow grown in several places throughout the world.
